July 13, 2026 - Garissa gubernatorial aspirant Mohamed Muktar Shidiye has pledged to ensure that the benefits of devolution are felt across every part of the county.
Speaking in Dadaab during a public rally to drum up support for his gubernatorial bid, he regretted that for the last 15 years of devolution Garissa has lagged behind without any tangible development.
"Other counties are ahead of us in provision of devolved services. Garissa has been without water for the last five years. It is unfortunate we have not benefited from devolution," he told crowds.
The former Lagdera Member of Parliament pledged to fix water challenges within the first year of his election and also work towards establishing proper waste management systems.
Shidiye, who previously served as Kenya's ambassador to Botswana, said his track record demonstrates his commitment to delivering on his promises. He noted that his achievements during his tenure as Lagdera MP speak for themselves, underscoring his ability to translate pledges into tangible results.
The gubernatorial aspirant also noted that Garissa County's health department is in bad shape, pledging to reshape it and ensure locals get better health services.
He also promised to lobby the national government for tarmac roads in Dadaab and other constituencies, saying the areas lack a proper road network.
Shidiye also noted that it is time for the Kenyan government to reintegrate refugees into Kenyan society, adding that elsewhere refugees are given citizenship in host countries. He explained that if elected, he will lobby for their integration.

The former lawmaker said if elected he will work towards uniting the county and ensuring maximum benefits from devolution, noting that he has the necessary experience and knowledge to run the county.
Shidiye, who is the sole candidate for his Aulihan clan, has been making inroads in his backyard to woo voters for his gubernatorial bid. In 2022, he was asked to step down in favour of current Governor Nathif Jama by Aulihan elders.
He took issue with local elders who have indicated they will support his rival, saying their way of politics is outdated and that he will go directly to the voters for their support.
Shidiye was accompanied by local ward representative Mohamed Abdi Farah from Dadaab, who was also hosting other ward representatives, including Abubakar Mohamed (Galbet), Aden Odhowa (Dertu) and others.
Dadaab parliamentary aspirant Mohamed Ali Sheikh said they will mobilise voters for Shidiye, saying he is tested and up to the task.
