Ethiopia, 29 December 2025 The National Bank of Ethiopia (NBE) has issued a strong warning against the use of unlicensed money transfer agents and illegal hawala networks for remittances sent to Ethiopia, saying the practice violates Ethiopian law and could lead to disruptions for recipients.
In a press release issued on Sunday, the central bank said it has begun taking legal action not only against unlicensed money transfer operators and their networks, but also against individuals receiving funds sent through illegal channels.
The NBE urged Ethiopians, particularly members of the diaspora, to use only licensed money transfer operators to protect the accounts of their families and avoid interruptions in accessing funds.
The central bank specifically named several operators it said are not licensed to provide remittance services to Ethiopia.

These include Shgey Money Transfer, Adulis Money Transfer (ADZ), Red Sea, Avanti, World Direct Link, Rasmy Pay, USwyre, Zola, and Taaj Financial Service.
According to the statement, a full and updated list of authorized money transfer agents is available on the National Bank of Ethiopia’s official website.
The move comes as part of broader efforts by Ethiopian authorities to regulate foreign currency inflows, combat illegal financial networks, and strengthen oversight of the remittance sector, which plays a critical role in supporting millions of households across the country.
