Somalia, 29 April 2026 – Somalia will tie security forces' pay to monthly verification and deployment status under a new payroll system aimed at improving accountability, Defence Minister Ahmed Moallim Fiqi said Tuesday.
Fiqi said the system will also ensure identification, employment records and compensation are aligned.
He made the remarks during a meeting in Mogadishu attended by federal officials, the World Bank and international partners, according to a ministry statement.
The discussions focused on reforms in the security sector, including personnel management, procurement systems, legal frameworks and pension arrangements, the statement said.

Fiqi said progress in the sector should not be measured solely by military operations but also by institutional capacity and transparency.
He added that the ministry had completed a digital registration process for security personnel, creating a verified national database to improve oversight.
Officials also discussed draft defence legislation and plans to support military personnel and their families, including wounded soldiers and dependents, the statement said.
The World Bank and international partners were commended for supporting reforms aimed at strengthening governance systems within the security sector.
