Somalia, 1 June 2026 – Somalia’s government plans stakes in electricity and water companies to strengthen infrastructure investment and improve basic services nationwide, Energy Minister Abdullahi Bidhan Warsame said.
Warsame told Dawan Media's Mizan Podcast the government is working on a legal framework that would allow joint investment partnerships between the state and private companies operating in the electricity and water sectors.
The minister said a draft law for the plan had already been approved by the council of ministers and was now before the federal parliament.
“Once the draft law is approved by parliament, fuuture investments will be jointly undertaken by the government and the companies,” Warsame said.

The minister said private companies face financial and technical pressures, making public-private partnership important for expanding electricity and water services.
If implemented, the plan could mark a significant shift in the management of Somalia’s electricity and water sectors, which have long been dependent on private investors and operators.
The government says the proposed framework could attract new investment, improve service quality and allow the state to play a greater role in strategic infrastructure projects that directly affect daily life.
