Mogadishu, 30 August 2026 - Somalia will link government payrolls to the national ID system to verify employees and ensure salaries go to eligible workers.
The Office of the Auditor General has directed federal ministries and agencies to integrate the Government Payroll System with the National Identification System managed by NIRA.
A pilot covering five government institutions will begin Oct. 1, 2026, with full implementation targeted for Dec. 31, 2027.

Under the directive, institutions must review and verify employee records, particularly for workers whose information has not yet been authenticated through NIRA.
NIRA welcomed the decision and said it will support the rollout and assist employees who have not yet obtained a national ID to get registered quickly.
The move is part of efforts to strengthen financial management, improve payroll accuracy and link public services to a unified national identification framework
