29 April 2026 - County Executive Committee Members (CECMs) for Education from Frontier Counties Development Council (FCDC) member counties on Wednesday convened in Nairobi for a high-level consultative meeting to review the progress of the EiDU Digital Learning Program.
The meeting brought together education leaders from FCDC counties to assess achievements, address challenges, and discuss sustainable strategies for strengthening digital learning initiatives.
The consultative session also provided an opportunity to reflect on the implementation of the EiDU Digital Learning Programme over the past two years while enhancing coordination and shared planning among stakeholders.
During the meeting, the County Government of Mandera County presented the progress made under the EiDU (Individualized Digital Learning) intervention program, which began in 2024.
According to the presentation, the programme has so far reached 135 schools out of 379 across the county, with 98 percent learner engagement recorded in participating schools.
A total of 9,657 learners are currently benefiting from the programme out of 36,518 targeted learners, while 301 teachers have been trained in digital literacy out of 827 teachers employed by the County Government.
Officials further noted that the programme has been rolled out across all 12 sub-counties, supported by strong monitoring and supervision from the County Department of Education.
Speaking during the meeting, Mandera County Executive Committee Member for Education and Human Capital Development, Bashir Ibrahim Alio, reiterated the county’s commitment to improving learning outcomes through digital education.

“Digital learning is no longer a luxury but a necessity in transforming education outcomes. As a county, we remain committed to investing in innovative learning solutions that empower both our learners and teachers, and ensure no child is left behind,” he said.
Building on the achievements, Mandera County signed a three-year extension of the Memorandum of Understanding (MoU) with EiDU Kenya to sustain and expand the program.
Mr. Bashir Ibrahim Alio signed the agreement on behalf of the County Government of Mandera, marking a major step toward scaling digital learning to reach more schools and learners.
The renewed partnership is expected to strengthen collaboration and improve education outcomes through technology-driven learning across Mandera County and other participating FCDC counties.
