Kenya, June 27, 2026 - The Turkana County Government has partnered with the International Labour Organization (ILO), Power Learn Project, and Microsoft to launch a digital skills and employment programme targeting young people from refugee and host communities in Kakuma.
The 25-week programme, scheduled to begin in July, will equip 850 youth with market-driven digital skills aimed at improving their employability in the digital economy. Organisers project that at least 60 per cent of participants will secure direct employment opportunities after completing the training.
The programme was officially launched alongside the signing of a Memorandum of Understanding (MoU) between the County Government and the Power Learn Project.
Speaking during the event, Deputy Governor Dr. John Erus said the initiative demonstrates Governor Jeremiah Lomorukai's commitment to empowering young people through technology, innovation, and strategic partnerships.
Dr. Erus said the county is working closely with development partners to equip youth with digital competencies and globally relevant skills, enabling them to compete in an increasingly technology-driven job market.
"The partnership with Power Learn Project is timely and strategic. It offers not only skills but also hope for the future by opening pathways to remote work, digital freelancing, and other employment opportunities," he said.
He encouraged young people in Turkana to seize the opportunity and participate fully in the programme.
Representing the Ministry of Information, Communications and the Digital Economy, Mary Karem said digital transformation is reshaping the global labour market and creating new opportunities for youth.
She noted that Kenya's Digital Economy Blueprint seeks to leverage technology, innovation, and digital skills to create jobs and drive inclusive economic growth. Karem added that government-led digital programmes are empowering young people to become active problem-solvers and innovators rather than simply beneficiaries of development initiatives.
The event also featured presentations from ILO Regional Director Caroline Khamati Mugalla, ILO Kenya Country Office Director Caroline Njuki, Power Learn Project Co-Founder and Executive Director Mumbi Ndung'u, Director of Programmes and Strategy Albert Kimani, Department of Refugee Services (DRS) Manager Thomas Sielei, and Microsoft's Head of Government Affairs for Africa, Akua Gyekye.
Representatives from UNHCR, UNICEF, the Department of Refugee Services, and Microsoft also attended the launch, alongside Deputy County Secretary Joseph Nyang'a, Chief Officer for Sports and Vocational Training Robert Loyelei, and other senior county officials.
