HARGEISA, 31 October 2026 — Somaliland's Minister of Information Barkhad Jama Batuun has said the administration will not tolerate acts of abuse or intimidation against foreign residents, following incidents he said recently targeted Ethiopian nationals in Borama, Awdal region.
Speaking on the incidents, Batuun said such acts undermine Somaliland's security, reputation and stability, while threatening peaceful coexistence between local communities and foreign nationals living in the territory.
He described attacks and intimidation against foreign residents as incompatible with fundamental human rights principles and the rule of law, stressing that neither individuals nor groups have the authority to decide who can reside in the territory or to violate the rights of others.

Batuun emphasised that protecting foreign nationals falls under the responsibility of the administration and its institutions, including ensuring their safety, safeguarding their dignity and upholding their legal rights.
No individual has the legal authority to forcibly remove a foreign national from areas under Somaliland's administration, assault them or damage their property, the minister said, adding that all matters concerning the residence and security of foreign nationals must be handled through established legal procedures.
The minister's remarks come amid reports in recent weeks of physical assaults against foreign nationals in some areas of Somaliland, raising concerns about their safety and the protection of their rights.
