Somalia, 3 July 2026 Somalia and Turkey signed two agreements in Istanbul on Friday on maritime education, training and legal cooperation, Somalia’s Ports and Marine Transport Ministry said.
The agreements were signed on behalf of Somalia by Ports and Marine Transport Minister Abdulqadir Mohamed Nur, and by representatives of Piri Reis University and DEHUKAM.
The first agreement focuses on advancing maritime education and professional training, providing staff from the ministry and personnel across Somalia’s ports with access to higher education and specialized training opportunities.
The second agreement, signed with DEHUKAM, focuses on strengthening Somalia’s maritime legal framework and governance systems.

Under the agreement, DEHUKAM will support Somalia in reviewing, improving and providing legal guidance on laws and regulations related to maritime affairs.
Somali officials said the agreements are expected to help build knowledge, technical expertise and legal capacity for managing Somalia’s maritime resources.
Officials said the agreements also reflect deepening strategic ties between Somalia and Turkey, particularly in infrastructure development and institutional capacity building.
