Somalia, 17 may 2026 – Somalia's Prime Minister Hamza Abdi Barre said on Sunday it could take up to three years to implement the new constitution.
Barre, who chaired a cabinet meeting, said though the constitution has been in force since the day it was signed into law, its technical implementation will take time, particularly provisions related to governance and establishment of key institutions.
During the meeting, the Justice Ministry presented the implementation plan to the cabinet, saying its goal was to implement all provisions between 2026 and 2029.
The government has already moved to implement some of the provisions, particularly the five-year government term and the rule barring persons from serving simultaneously as MP and minister.

The first minister appointed under this framework resigned from his parliamentary seat, although no other MP or minister has so far been affected or stepped down from one of the two positions.
The Justice Ministry said a report will be presented to the cabinet outlining the priority tasks under the constitution that are expected to be carried out over the next 12 months.
These tasks include the establishment and operationalization of key institutions necessary for the functioning of national governance, including the Judicial Service Council and the National Revenue Authority.
