Somalia, 27 April 2026 Somalia launched Bulsho, a project to strengthen local governance and community ties.
The project is being implemented by the Ministry of Interior in partnership with the World Bank, the Federal Ministry of Finance, and the federal member states. The launch event was attended by senior officials from the federal government and member states, as well as development partners and civil society organizations.
Interior Minister, Ali Yusuf Ali ‘Hoosh’, said the project will serve as a foundation for building trust between citizens and the government, noting that sustainable development depends on strong local institutions.
The Bulsho Project focuses on delivering basic services to rural areas through a community-driven approach. Its goal is to strengthen local institutions and enhance community participation, particularly in areas affected by conflict, displacement, and climate change.

The programme will also support participatory planning, strengthen district-level governance capacity, and improve coordination between the federal government, member states, and local authorities. It will also promote women’s participation in decision-making and inclusive service delivery.
