Somalia, 27 April 2026 Somalia's rights commission partnered with the Centre for Civilians in Conflict (CIVIC) to boost accountability in security operations, it said.
The discussions took place during a meeting in Mogadishu on Sunday between the commission chairperson Maryan Qasim and a CIVIC delegation led by its Africa director Vianney Bisimwa, according to a statement from the commission.
Talks focused on expanding cooperation on human rights monitoring, oversight of security operations and accountability mechanisms, the statement said.
The meeting comes after Somalia approved a national policy on civilian protection during military operations and armed conflict, aimed at reducing harm to civilians and improving response systems.

“The commission is fully committed to advancing civilian protection and ensuring that human rights are respected during all security operations,” Qasim said in the statement.
She added that the commission would continue its role in monitoring, handling complaints and promoting accountability to support implementation of the policy.
Somalia has been working with international partners to develop institutional frameworks for civilian protection as part of broader security sector reforms.
