Qatar, 8 December 2025 - Somali President Hassan Sheikh Mohamud said on Sunday that the Gaza conflict has exposed deep structural failures in the international justice system and accelerated calls to reform institutions created after the Second World War.
“The problem of international law is that there is no watchman you can call at any time there is a violation,” he said during a panel at the Doha Forum. He argued that global justice mechanisms cannot function when powerful states block enforcement to protect their interests.
He said the events in Gaza “tarnished the sense of justice and trust in the eyes of the world,” adding that “many big powers have lost the moral compass to stand in front of the people and say this is justice.”

Mohamud noted growing consensus that multilateral bodies, including the United Nations and the Security Council, need comprehensive review. “The system is not functioning properly,” he said.
As a current non-permanent member of the Security Council, Somalia is advocating for institutional reform. “It’s a matter of time before that happens,” he stated.
He said global reaction to the conflict may mark a wider turning point. “This will be a turning point for the international system of justice and diplomacy,” he said.
