Ethiopia, 8 December 2025 — The Chairperson of the African Union Commission, Mahmoud Ali Youssouf, strongly condemned the attempted military coup in the Republic of Benin on Sunday, stressing that any military intervention in political affairs constitutes a blatant violation of the AU’s principles and values.
The Chairperson emphasized that the AU’s firm stance against unconstitutional changes of government is a core component of its legal and normative framework.
He referenced several key instruments, including the Constitutive Act of the African Union (2000), the Lomé Declaration (2000), the African Charter on Democracy, Elections and Governance (2007), and the Ezulwini Framework (2009), all of which criminalize coups and affirm the necessity of upholding constitutional order as a foundation for peace and stability on the continent.
Youssouf called on all parties involved in the attempted coup to immediately cease all illegal actions, return to their barracks, and comply with their professional duties. He also urged political actors in Benin to prioritize dialogue, unity, and the preservation of national cohesion.

The AU Chief expressed deep concern over the rising number of coups and coup attempts in parts of Africa in recent years, noting that this trend threatens democratic gains, undermines state stability, erodes public trust in institutions, and weakens collective security.
He reaffirmed the AU’s unequivocal rejection of any unconstitutional change of government, underscoring the organization’s commitment to defending democratic governance, the rule of law, and the will of the people.
Youssouf also stressed the AU’s full support for President Patrice Talon and Benin’s legitimate authorities, praising the Beninese people’s commitment to democracy.
He affirmed the AU’s readiness to work with regional and international partners to help Benin restore constitutional order and strengthen its democratic institutions.
