Somalia, 2 February 2026 A joint session of the House of the People and the Upper House on proposed constitutional amendments concluded Monday after lawmakers and the Speaker agreed to dialogue, despite earlier disruptions.
MP Yusuf Husein Ahmed ‘Gama’diid’, said Speaker, Adan Madoobe, told lawmakers that the House had agreed to entre into discussions and resolve matters amicably.
The session, which was set to discuss Constitutional Amendments of Chapters 5 to 9 of the constitution, faced resistance from several MPs who arrived early at the parliament building, arguing that the meeting was illegitimate.

Footage obtained from inside the House showed a standoff between some MPs and security forces, and at least one MP was injured and taken to a Mogadishu hospital. Security forces from Villa Hargeisa were deployed in large numbers to secure the chamber.
Media access to the chamber was blocked, preventing journalists from entering earlier in the day.
The disruption underscores continuing tensions in Somalia’s Parliament over constitutional reforms.
