2 February 2026 - With the launch of his manifesto, Abakaile Ward representative Hajir Mohamed Dahiye has joined the Garissa gubernatorial race, setting the stage for a competitive contest featuring multiple contenders.
In a meeting with Aulihan professionals, Hajir shared his blueprint and vision for the county that he will use should he be elected the next Garissa Governor noting that he knows what it takes to be next county boss.
He said his administration would be committed to building a county government that is professional, merit-based, and insulated from improper political influence.
“County Executive Committee (CEC) Members will be appointed strictly on the basis of relevant qualifications, proven competence, integrity, and experience in their respective areas of responsibility. Each CEC Member will be expected to demonstrate the technical and managerial capacity required to deliver results in their assigned docket,” he said during the launch.
On the relationship between the executive and the county assembly, Dahiye noted his administration would be committed to a collaborative, transparent, and issue-based working relationship with the County Assembly, founded on mutual respect for constitutional roles and shared responsibility for service delivery.
So far four contenders from Aulihan sub-clan of the larger Ogaden have already presented their application to the council of elders, the elders are expected to endorse one candidate out of the four, the elders then are expected to make coalition with either of the two Ogaden sub-clans to increase chances of elections.
Other three include Ambassador Mohamed Muktar Shidiye, Dr Abdihakim Abdullahi and Dr Abbey Mohamed.
Dahiye noted in his manifesto that to ensure development reaches every part of Garissa County, his administration will support the establishment and operationalization of a KSh 30 million Ward Development Fund for every ward, implemented in accordance with the law and sound public finance principles.
The gubernatorial candidate who has nicknamed himself as Talasame noted in his blue print that Agriculture and livestock form the economic backbone of the County adding that his administration will pursue a sequenced, climate-smart, and conflict-sensitive approach that strengthens pastoralism first, then expands irrigated farming, and finally builds agro-processing to create jobs and raise household incomes.
“Pastoralism remains the most resilient livelihood in Garissa’s ASAL environment. Our first priority is to protect and stabilize this foundation through strengthening veterinary services, disease surveillance, and vaccination programmes.

He also noted that he will support rangeland management, fodder production, and drought preparedness as well as upgrade livestock markets, holding grounds, and trade infrastructure.
On education, Dahiye will invest in ECDE centers that are safe, well-managed, and staffed by trained teachers, noting that learning environments will support children’s physical, emotional, and intellectual development during their most important early years.
“We will prioritize functionality over expansion by ensuring consistent supply of essential medicines and basic medical commodities, improving facility management, reporting, and supervision systems as well as strengthening referral and ambulance coordination,” he noted.
The Abakaile MCA noted that water scarcity in Garissa County is compounded not only by climate and distance, but also by broken infrastructure, weak maintenance, and inconsistent management systems.
He explained that many water points fail not because they were never built, but because they were not sustained, he added that his administration will focus on reliability, maintenance, and accountability, alongside gradual expansion.
“Water projects will be selected, implemented, and monitored with a focus on long-term functionality, not short-term visibility. Clear reporting, maintenance plans, and community feedback will guide decision-making,” he said.
Other candidates who have so far declared their interest in Garissa gubernatorial race are current senator Abdul Haji, former Governor Ali Korane and former PS Abdi Dubat.
