Mogadishu, 17August 2026 — Somalia’s House of the People on Monday passed the first reading of a bill to establish a National Revenue Authority, marking the start of a legislative push to strengthen domestic revenue collection and tax administration.
The session, the third sitting of the eighth parliamentary session, was chaired by Speaker Abdulkadir Mohamed Nur Jama.
Finance Minister Bihi Iman Egeh presented the bill, which was submitted by the Ministry of Finance. It proposes creating an autonomous authority to manage public revenues.
Lawmakers also held a first reading of a separate bill to amend the Central Bank Law No. 30, enacted on April 20, 2012.

Both bills were referred to relevant parliamentary committees, which were instructed to review them and prepare reports for a second reading.
The proposed National Revenue Authority comes as the federal government seeks to improve tax collection, reduce reliance on external aid, and build stronger institutions for managing public finances.
The bill will now proceed to committee review before returning to the House for further debate.
