Kenya, 11 June 2026 - Motor vehicle owners have been urged to remain vigilant against fraudsters as Kenya transitions fully to the electronic logbook system, with the National Transport and Safety Authority (NTSA) warning that scammers are exploiting the digitization process to target unsuspecting motorists.
In a public advisory, NTSA clarified that existing paper logbooks will not be automatically converted into electronic logbooks (eLogbooks). Vehicle owners must personally initiate the process through the official NTSA Service Portal and complete all required registration and payment procedures.
The Authority emphasised that only registered vehicle owners can access and download their eLogbooks after successful verification through the NTSA Services Mobile App or the online service portal.
"Only registered motor vehicle owners can download their eLogbook, and verification must be done via the NTSA Services Mobile App or the Service Portal," NTSA stated.
The warning comes amid increasing reports of individuals posing as NTSA officials or agents and offering to process eLogbooks on behalf of motorists for a fee. NTSA has categorically stated that its officers do not download eLogbooks for clients and that no third-party agents are authorized to provide NTSA services.
Motorists have been advised not to share personal information, including national identification numbers, phone numbers, vehicle registration details, passwords, or one-time verification codes with unauthorised individuals.
The Authority also cautioned Kenyans against social media accounts and online platforms claiming to facilitate eLogbook applications, noting that fraudsters are increasingly using digital channels to collect personal data and extort money from vehicle owners.

As government services continue migrating online, cybercriminals are finding new opportunities to exploit public unfamiliarity with digital platforms. Experts have repeatedly warned that fraud schemes often intensify during major transitions in public service delivery, particularly when citizens are required to adopt new digital systems.
NTSA has urged members of the public to report suspicious activities and seek assistance only through official channels. Vehicle owners requiring support can contact the Authority through its official email address, verified social media platforms, Huduma Centres, or NTSA offices across the country.
The introduction of the eLogbook system forms part of the government's broader digital transformation agenda aimed at improving efficiency, enhancing transparency, and reducing fraud in vehicle ownership records.
By digitising logbooks, authorities hope to streamline ownership transfers, strengthen record management, and improve access to vehicle information.
However, the transition also highlights the growing importance of digital literacy and cybersecurity awareness as more government services become available online.
