April 28, 2026 - The Enhanced Continuous Voter Registration (ECVR) exercise has officially come to an end in Mandera County, with election officials reporting that close to 18,000 new voters were registered during the exercise.
According to IEBC officials, the county achieved nearly 70 percent of its target of 24,755 new voters ahead of the 2027 General Elections.
Speaking at the close of the exercise, Adan Harar, the IEBC County Elections Manager, said the registration process was largely peaceful and successful, with no major incidents reported across the county.
The exercise was aimed at registering eligible citizens and updating the voter register in preparation for the next General Elections.
Officials praised the support and cooperation received from various stakeholders, including security agencies, local leaders, and members of the public, for ensuring the process ran smoothly.
“We are happy that this exercise has come to an end without any major incidents. We appreciate the support of all stakeholders and the security agencies who ensured the safety of our personnel and registration materials,” said Adan Harar.
Despite the achievement, officials noted that the county faced several challenges during the registration period.
Among the challenges cited were heavy rains and flooding that disrupted transport and access to some areas in the county.
Officials also noted that many eligible voters had migrated to other regions, making it difficult for them to return and register.

Delays in the issuance of national identity cards also affected first-time voters, while voter apathy and perceptions of inadequate public services contributed to lower turnout in some areas.
Even so, election officials described the nearly 70 percent achievement as commendable under the circumstances.
Although the Enhanced Continuous Voter Registration exercise has ended, officials clarified that voter registration remains a continuous process under the Constitution.
IEBC officials also announced that offices in all six constituencies in Mandera County will remain open to offer registration services, voter transfers, changes of polling stations, and correction of voter details.
Officials thanked residents who turned up in large numbers and encouraged those who have not yet registered to visit the nearest IEBC office.
The exercise is part of wider preparations for the 2027 General Elections.
