Djibouti, 16 September 2026 The Intergovernmental Authority on Development (IGAD) has called on Somalia's political stakeholders to hold inclusive talks to agree on an electoral framework, according to a communiqué issued after foreign ministers met in Djibouti on Tuesday.
The IGAD Council of Ministers encouraged Somali leaders and other political stakeholders to continue dialogue aimed at securing broad agreement on future elections.
The appeal comes amid disagreements between Somalia's federal government, some federal member states and opposition groups over the electoral process.

The federal government supports introducing direct universal suffrage, while opponents demand that any electoral model be based on an inclusive political agreement.
IGAD also reaffirmed its support for Somalia's unity, sovereignty and territorial integrity.
The bloc called for sustainable and predictable financing for the African Union Support and Stabilisation Mission in Somalia (AUSSOM) to enable it to carry out its security mandate.
