Kenya, 1 November 2026 – Ndhiwa parliamentary aspirant Dr Julius Ouma Jwan has been named Secretary General of the Movement for Democracy and Growth (MDG) in a Gazette notice on the party’s plan to change its constitution and officials ahead of the 2027 polls.
Dr Jwan is a former Education Principal Secretary with a formidable résumé. He has led the Kenya Institute of Curriculum Development (KICD) and lectured at university level. He also brings international exposure from his work as a World Bank consultant.
Gazette Notice No. 17139, dated 26 October 2026, was issued by Registrar of Political Parties J. C. Lorionokou under the Political Parties Act.
It proposes Monica Apio Mung’ala as National Chairperson of the party, with Hillary Adolwa as her deputy.
Angelyne Asiko Alukwe is National Treasurer, while George Odhiambo Okello is Deputy National Treasurer. Benson Makokha Mapwoni is National Organising Secretary.
Geit Avonua Amahawa leads the National Women’s League, while Ruth Anyango Bolo chairs the National Youth League.
The notice does not detail the proposed constitutional amendments. Anyone with written submissions on the intended changes has seven days from the date of publication to forward them to the Registrar. Enquiries can be made at the Registrar’s offices, 4th Floor, Lion Place, Waiyaki Way, from 8am to 5pm.
The entry of a technocrat and bureaucrat turned politician into the Ndhiwa race sets up a potentially explosive contest with incumbent Martin Peters Owino, who is eyeing a third term. Owino can breathe a sigh of relief, however, as it is now clear he will not face Dr Jwan for the coveted Orange Democratic Movement (ODM) ticket.
More from Kenya
Dr Jwan says he is prepared to trade the comfort and opportunities of international consultancy for the uncertainty of elective politics. His reason is deeply personal.
“I want to give back to the community and serve them better. I think it’s the time,” he said in an April 2026 interview with Dawan Africa.
He said the community raised him from infancy to adulthood and supported his education until he reached the highest levels of his profession, and he now wants to return the favour.
“I have had opportunities to serve in different capacities, but I believe the time has come to serve the people who raised me. I want to give back and serve humanity through my community,” he said.
Mapwoni, the MDG National Organising Secretary, is eyeing the Mumias East parliamentary seat. He ran for the same seat in the 2022 General Election on a United Democratic Alliance (UDA) ticket but lost to Peter Kalerwa Salasya of the Democratic Action Party of Kenya (DAP-K).
Ugenya MP David Ochieng Ouma is the MDG party leader. By winning a parliamentary seat on an MDG ticket in ODM’s stronghold of Siaya, Ouma proved that his political vehicle is strong enough to compete.
