Djibouti, 10 December 2025 – Djibouti and Saudi Arabia on Tuesday signed a memorandum of understanding on civil aviation, marking a step to strengthen bilateral cooperation in trade, transport, and investment, the Ministry of Infrastructure said in a statement.
The signing took place during the 7th Joint Ministerial Commission in Djibouti, co-chaired by Djibouti’s Infrastructure Minister Hassan Houmed Ibrahim and Saudi Deputy Minister of Transport Rumaih Al-Rumaih.
The agreement comes after technical consultations by experts from both countries and is part of wider talks covering investment, logistics, and economic collaboration.

Officials present included Djibouti’s Commerce Minister Mohamed Warsama Dirieh, Saudi Secretary-General of Transport Moussa Bin Ahmed Al Bariqi, and Djibouti Chamber of Commerce President Youssouf Moussa Dawaleh.
Senior representatives from ports and diplomatic offices also attended, highlighting the strategic role of Djibouti in the region, the statement said.
