Djibouti, 10 September 2026 government and private sector have taken a new step toward closer cooperation on skills development and employment after the Labour Ministry and the Chamber of Commerce agreed in principle to jointly manage the Resources and Skills Centre.
Labour Minister in charge of Formalization and Social Protection Yonis Ali Guedi and Djibouti Chamber of Commerce President Youssouf Moussa Dawaleh reached the agreement Wednesday, under which the two sides would share responsibility for the management and development of the centre, according to the Djibouti News Agency.
The initiative is aimed at making vocational training more responsive to the needs of companies and the labour market, while equipping young people with skills that can improve their employment prospects.
The meeting brought together officials from the Labour Ministry, Chamber of Commerce, the National Agency for Employment, Training and Professional Integration, and the National Institute of Public Administration.
Discussions also focused on a project financed by the French Development Agency and on the future role of the Resources and Skills Centre.

Under the proposed joint-management arrangement, the Labour Ministry and Chamber of Commerce would pool their expertise, resources and institutional capacities to ensure that training programmes reflect the skills companies and employers actually require.
The approach is also intended to narrow the gap between the skills held by job seekers and those demanded by employers.
The two sides said the partnership could help better coordinate government employment policies with private-sector needs, while opening the way for broader cooperation on vocational training and workforce development.
The agreement reflects Djibouti's efforts to bring government and business closer together in preparing workers with skills suited to the labour market and the country's evolving economic needs.
