Djibouti, 28 April 2026 The President of Djibouti Court of Auditors said financial oversight bodies play a key role in supporting rule of law, but warned an OIF forum of limits on independence.
Ismahan Mahamoud Ibrahim, spoke at the Days of Institutional Networks of the Francophonie, organised by the Organisation Internationale de la Francophonie (OIF), state news agency ADI reported on Monday.
Ibrahim said though financial oversight bodies play a key role in supporting the rule of law by ensuring proper management of public funds, financial and legal limitations could affect their independence if not properly addressed.

She added that safeguarding the autonomy of such institutions requires continued advocacy and engagement with public authorities to uphold separation of powers.
Participants at the meeting highlighted the importance of judicial independence and accessible justice as key principles underpinning democratic governance.
The discussions also reviewed commitments by Francophone states under the Bamako Declaration of 2000, which promotes democratic practices and human rights.
