Egypt, May 07, 2026 - The African Tax Administration Forum (ATAF) and the Egyptian Tax Authority (ETA) have signed a Memorandum of Understanding in a broader effort to strengthen tax capacity building across the continent.
The agreement was signed in Cairo by the ATAF Executive Secretary, Mary Baine, and the Head of the Egyptian Tax Authority, Rasha Abdel Aal Radi, in the presence of H.E. Ahmed Kouchouk, Minister of Finance of Egypt.
ATAF is a pan-African organization based in South Africa that works with African countries to improve the tax system across the continent.
Established in 2009, the organization, which is composed of tax administrations from 44 countries, works to improve tax systems, increase domestic resource mobilization, and strengthen tax capacity across the continent.
Under the partnership, ETA Tax Academy will also serve as one of ATAF's continental hubs for training African tax officials, supporting knowledge exchange, and strengthening institutional capacity across ATAF member countries, which includes Kenya's Kenya Revenue Authority (KRA).
The academy will also be used as a host facility for ATAF’s training activities and capacity-building programmes, particularly for English and Arabic-speaking countries across Northern Africa.

The partnership is expected to focus on key areas affecting tax administration on the continent, including improving audit effectiveness, enhancing VAT compliance, transfer pricing, exchange of information, digital economy taxation, and the use of data analytics in revenue collection.
"This agreement is a declaration of intent—a shared commitment to build African tax capacity on African soil, anchored in African institutions,” Baine said.
Over the decades, the ETA has been widely recognized as one of Africa’s top-performing and fastest-modernizing tax administrations, especially in the digitization of its services.
ATAF has assured that it will be at the forefront of ensuring that member states can easily access its services to enhance greater visibility.
“The MoU builds on an established record of technical cooperation between ETA and ATAF. It is expected to support the development of a coordinated training agenda and strengthen regional collaboration in tax administration, contributing to broader efforts to enhance domestic revenue mobilisation across the continent,” the organisation stated
