Ethiopia, 24 December 2025 Ethiopia and the United States have signed a five-year health cooperation agreement, committing to joint financing to support Ethiopia’s health system with a total package that could exceed $1.6 billion.
According to Ethiopia’s Minister of Finance Ahmed Shide, the United States will provide up to $1.016 billion through government channels, while Ethiopia will contribute $450 million from domestic resources. The agreement covers the period from 2026 to 2030.
The Ethiopian Ministry of Finance said the U.S. government will also provide an additional $150 million in performance-based grants. If fully disbursed, total U.S. support would rise to $1.166 billion, bringing the overall value of the five-year health cooperation package to $1.616 billion when Ethiopia’s contribution is included.

U.S. Ambassador to Ethiopia Ervin Massinga said the agreement underscores Washington’s commitment to supporting Ethiopia’s health sector, adding that it also reflects Addis Ababa’s decision to expand domestic financing for health and strengthen the sustainability of the sector.
