Turkey, 24 December 2025 Somalia’s Minister of Ports and Marine Transport, Abdulkadir Mohamed Nur, met with Turkey’s Foreign Minister Hakan Fidan on Tuesday to discuss bilateral cooperation in the maritime and transportation sectors.
The meeting took place in the Turkish capital, Ankara, where the two ministers focused on strengthening relations between the two countries and enhancing cooperation in maritime and transportation sectors. Somalia and Turkey have previously entered into agreements concerning marine protection and the economy.
Minister Abdulkadir Mohamed Nur was part of the Somali delegation that participated in the signing of the agreement between OYAK Group and the Ministry of Fisheries and Blue Economy on 17 December 17 in Turkey.
The agreement aims to manage Somalia’s fisheries under a centralized, sustainable, and fully registered framework. As part of the agreement, the company SOMTURK was established to be responsible for managing all licensing processes related to fisheries in Somali waters. As a result, fishing licenses in Somali territorial waters will be issued exclusively by SOMTURK.

The agreement also strengthens economic, commercial, and technical cooperation between the two countries, creating frameworks to support the sustainable goals of Somalia and OYAK Group.
Minister Abdulkadir Mohamed Nur praised the agreement on his social media accounts, stating that it will open up the potential of Somalia’s marine resources, boost the blue economy, create job opportunities for thousands of young people, and lay the foundation for long-term growth and poverty reduction.
The Tuesday meeting marks another step toward strengthening the strategic partnership between Turkey and Somalia, as both countries work to enhance economic ties and regional stability.
