Somalia, 11 December 2025 — Somaliland’s Council of Ministers on Wednesday approved the country’s Seed Act, a new law establishing national regulations for seed production, quality control and the oversight of seed imports, officials said.
The approval came during the cabinet’s 45th meeting chaired by President Abdirahman Mohamed Abdillahi ‘Irro’ at the presidential palace.
Attorney General Ali Baashe Mohamed and Minister of Agriculture Development; Mahmoud Cige Yusuf, briefed the cabinet on the draft legislation, noting its role in improving agricultural productivity and strengthening food security

According to the Ministry of Agriculture, the Seed Act is intended to regulate and standardize the development of seeds and plant varieties, guide the collection and protection of indigenous seeds and their genetic resources, and establish controls governing seeds entering the country. It further seeks to ensure the quality and traceability of all imported seed consignments.
After deliberations, all 36 ministers present voted to approve the document, the presidency said. The Seed Act becomes the eighth law endorsed by the current government and is part of wider efforts to formalize the agricultural sector and reinforce the legal framework underpinning national food production and economic growth.
