Hargeisa, 20 August 2026 — Somaliland on Wednesday formally brought into force amendments to its Public Financial Management Law, originally enacted as Law No. 75/2016.
The revised law was launched at a ceremony in Hargeisa attended by Finance Minister Abdullahi Hassan Adan, Supreme Court Chief Justice Adan Haji Ali Ahmed, Auditor General Muse Yusuf Osman "Muse Iidigaa", and Finance Ministry Director General Mohamed Hassan Suleiman.
Officials said the amendments, approved in 2025, provide a framework for managing public finances and clarify the responsibilities of government institutions in planning, allocating, implementing, monitoring and reporting.
"The most important focus of this law is building good governance and strengthening accountability," Finance Minister Abdullahi Hassan Adan said.
Key changes include strengthening internal audit systems within government institutions to improve controls and help prevent corruption and misuse of public assets. The law also distinguishes between internal auditors, who focus on institutional controls, and the Auditor General, who audits the management and use of public finances.

The amendments further define the role of the House of Representatives in budget oversight and provide the legal basis for implementing a Single Treasury Account to consolidate public cash resources.
The law also regulates the management of public assets, borrowing, grants and government guarantees, and sets requirements for the preparation and presentation of financial reports.
Officials said the changes are part of broader efforts to modernize Somaliland’s public financial management system and establish a more transparent and accountable framework.
Presentations at the ceremony outlined the law’s provisions and its role in improving governance.
