Somalia, 3 November 2025 — Somali Prime Minister Hamza Abdi Barre today directed authorities to streamline the issuance of national identity cards following a visit to one of the National Identification and Registration Authority (NIRA) centers in Hodan district.
The impromptu visit followed numerous complaints over service delays in the processing and issuance of IDs in various centres.
During his inspection tour, Prime Minister Barre expressed concern for women and girls who stayed overnight outside the centers to secure early access.
" Somali women must be treated with dignity. They should not be compelled to sleep outside at night — it is a disgrace and puts their safety at risk," he said.
The Prime Minister instructed NIRA to separate new registrants from those returning to collect their ID cards, ensuring that individuals receive their cards without unnecessary delays.
"Registration and collection must be distinct processes. Those who have registered should be able to collect their ID on the day they arrive without having to join long queues again," he added
NIRA previously announced that ID issuance is free until 31 November 2025, after which a fee will apply.
Prime Minister Barre thanked the public for recognizing the importance of the ID card, highlighting its role in business, education, travel, and access to essential services.
His visit followed widespread social media posts showing women and girls sleeping outside ID centers to secure early registration, raising public concern over safety and fairness.
