Somalia, 15 November 2025 — The Ministry of Public Works, Transport and Reconstruction of the North East State of Somalia has introduced new travel restrictions targeting individuals under the age of 30, as part of an intensified effort to combat human trafficking and the growing exploitation of young people.
The ministry said the decision follows increasing concerns over the rising rate of irregular migration, as well as evidence that traffickers are using more sophisticated methods to move minors.
Authorities also noted that some travel agencies issuing tickets may be complicit in facilitating the movement of young people being exploited by trafficking networks.
The directive specifically addresses all airline ticketing offices in the region — including Sagal Travel Agency, one of the companies that operates flights to Las Anod twice a week from Mogadishu.

In its statement, the ministry said:“It is strictly prohibited to issue travel tickets for anyone under 30 years old traveling from Mogadishu or any other area outside Las Anod.
“ No person below 30 may travel unless accompanied by a parent, and no form of guarantor letter will be accepted unless verified by the relevant authorities and local elders.”
The ministry further ordered Sagal Travel Agency to thoroughly inspect all tickets it handles, including those originating from partner companies, to ensure compliance with the new regulations.
The ministry also warned travel agencies found violating the directive will be held accountable and treated as part of human trafficking network.
