Somalia, 3 December 2025 — Somalia’s National Independent Electoral and Boundaries Commission (NIEBC) on Wednesday directed district administrations in the Banadir region to facilitate political party campaigns and support the distribution of voter cards in line with national election laws.The directive, issued under Articles 46 and 47 of the National Elections Act, instructs districts to ensure political parties and their candidates conduct campaign activities without interference.According to the Commission, district authorities must also enable the issuance of voter cards at designated sites and coordinate with security agencies to maintain safe conditions.NIEBC said it will consider complaints filed by political parties if legally grounded but cautioned that disputes should not lead to actions that threaten public order or undermine confidence in the electoral process.The Commission reminded district administrations that electoral facilitators are expected to assist the process and not obstruct it.NIEBC said it remains confident that Banadir’s district administrations will cooperate to ensure voters receive services in a fair and secure environment.This directive comes as voter card distribution is currently underway in Banadir, with the Commission also confirming that local council elections in Mogadishu are scheduled for 25 December.
