Mogadishu (Dawan Africa) – Former Prime Minister Hassan Ali Khayre has accused President Hassan Sheikh Mohamud’s administration of failing to manage international aid, claiming that nearly half a billion dollars in donor funding has been withdrawn after development projects collapsed.
In a strongly worded statement, Khayre said most development initiatives allocated to Somalia by international organizations have failed to take off, citing the government’s lack of capacity and transparency as the root cause. He warned that this failure has eroded international confidence in Somalia’s leadership.
“Equally concerning is that most development projects earmarked for Somalia by international organizations have failed, due to the government’s lack of capacity and transparency. As a result, nearly half a billion dollars in donor funding has been returned,” Khayre said.
According to Khayre, the setback underscores Somalia’s fragile reliance on foreign assistance, with 67 percent of the national budget financed by international donors. He argued that corruption and mismanagement have damaged Somalia’s credibility at a time when the country faces pressing humanitarian and security needs.
The opposition figure, who once spearheaded reforms during his tenure, warned that the withdrawal of funds could deepen Somalia’s economic strain and limit critical services. He emphasized that Somalia’s people “deserve far better” and called for greater accountability in handling aid and public finances.
Dawan Africa has reached out to Somalia’s Ministry of Planning, Ministry of Foreign Affairs, and Ministry of Finance for a response, but they have not replied to the accusations.
