Somalia, 10 April 2026 Somalia and Italy on Thursday signed an agreement to launch the QEPHS-SOM project aimed at strengthening and expanding primary healthcare services across the country, officials said.
The agreement was signed in Mogadishu between Somalia’s Health Minister Ali Haji Adan and Italy’s Ambassador to Somalia Pier Mario Daccò Coppi, in the presence of officials from the Italian Agency for Development Cooperation (AICS).
The Somali Ministry of Health described the project as a “major step” toward strengthening the country’s healthcare system, particularly at the primary care level.
The QEPHS-SOM project is designed to improve access to quality, reliable, and equitable healthcare services, with a focus on reducing disparities between urban and rural communities.

According to officials, the initiative is fully funded by the Government of Italy, which said the agreement reflects its continued commitment to supporting Somalia’s development priorities, especially in key sectors such as health.
Both Somalia and Italy said the deal reinforces long-standing bilateral relations and strengthens sustainable development cooperation between the two countries.
Health officials noted that Somalia’s healthcare system continues to face challenges stemming from decades of conflict, weak infrastructure, and climate-related pressures. They said the new project is expected to contribute to rebuilding the health system and improving essential public services.
