Somalia,15 April 2026 — Himilo Qaran Party, led by ex-President Sharif Sheikh Ahmed, warned Somalia faces a constitutional vacuum after parliament's term expired, saying it threatens stability.
The party said in a statement that the constitutional term of the 11th Federal Parliament ended on April 14, in accordance with Article 60 of the Provisional Constitution, which sets the parliamentary term at four years from the date members take the oath of office.
Himilo Qaran added that it shares the Somali public’s belief that respecting the legal mandates of institutions is fundamental to the rule of law and the continuity of the state. It expressed concern over the expiry, describing it as a risk to the country’s state-building process.

The statement rejected any constitutional vacuum, unlawful extension, or actions that could undermine state institutions. It also warned against unilateral steps that could be taken by President Hassan Sheikh Mohamud as the end of his term approaches, emphasizing that his election mandate was to safeguard the constitution and uphold national consensus.
The party called for inclusive and consensus-based elections, cautioning that any extension or non-inclusive electoral process could lead to instability. It stressed that the solution lies in unifying efforts and reaching a comprehensive political agreement to safeguard the country’s future.
