Mogadishu, 22 September 2026 – Somalia has endorsed a $56 million National Action Plan on Youth, Peace and Security for 2026–2030, the Ministry of Youth and Sports said on Tuesday.
Youth-led organisations and civil society representatives reviewed the initial draft and validated its priorities, actions and indicators at a conference in Mogadishu on Monday, which coincided with the International Day of Peace, the ministry said.
Youth and Sports Minister Mohamed Abdulkadir Ali signed the foreword to the plan with the support of directors-general from Somalia’s federal member states, completing the national validation process ahead of its official launch.
The event brought together youth representatives, federal and state-level ministries, civil society organisations and United Nations agencies, according to the statement.
The five-year plan has an indicative cost of $56 million and is structured around six pillars: youth participation in governance and peace processes; protection and security; empowerment and livelihoods; conflict prevention, climate and resilience; institutional partnerships; and disengagement and reintegration.

“Somali youth are not merely beneficiaries of policy. They are partners, leaders and agents of change,” Mohamed said, describing the plan as an accountability framework linking youth empowerment with climate security.
Officials from the federal member states pledged to support the plan’s localisation and implementation in their respective regions, the ministry said.
The framework is intended to implement Somalia’s commitments under United Nations Security Council resolutions on youth, peace and security, as well as related African Union and Arab strategies. It is also aligned with Somalia’s national youth, development and climate policies.
The ministry said it would incorporate stakeholder recommendations into the final document and seek financing through the Youth, Peace and Security Basket Fund and other mechanisms.
No date was announced for the plan’s official launch or the start of implementation.
