Somalia, 20 October 2025 — Somalia’s National Independent Electoral and Boundaries Commission (NIEBC) has announced that it will meet three opposition political parties — Samadoon, Dhulka Hooyo, and Xaqsoor — to address formal complaints concerning the voter registration process in Banadir region.
The Commission disclosed today that official summons was issued on Sunday, 19 October, outlining the agenda for a hearing scheduled on Wednesday, 22 October, at 10:00 a.m. at NIEBC headquarters in Mogadishu.
According to the letter signed by Commission Chairperson, Abdikarim Ahmed Hassan, the session will:
1. Hear the complaints raised by the three opposition parties in their joint statement of 15 October 2025.
2. Review all supporting materials, including written, digital, or video evidence.
3. Clarify concerns related to voter registration integrity, institutional independence, and transparency in the electoral process.
“The Commission respectfully expects you to observe the scheduled time and bring all relevant documents and evidence supporting your claims, so that the Commission may carry out its legal duty in ensuring confidence and transparency in the electoral process,” the letter stated.
The three political groups had earlier accused the Commission of irregularities during voter registration in Mogadishu’s districts, calling for accountability and a fair verification process ahead of the upcoming Banadir local council elections.
The summons follows the Commission’s announcement on Sunday of the provisional voter list for Banadir, confirming 923,220 registered voters across 16 districts of Mogadishu.
