Somalia,29 January 2026 – The Somali Parliament today received the report on proposed amendments to Articles 5-9 of the Constitution, according to a parliamentary statement.
The session, chaired by the Speaker of the House of the People, Sheikh Aadan Mohamed Nur ‘Madoobe’, and the First Deputy Speaker of the Upper House, Ali Shaban Ibrahim, was attended by MPs from both houses.
The Speaker urged the MPs to read the proposed amendments and the accompanying report in preparation for the upcoming house debate.

However, the session was marked by a temporary disruption, with some MPs engaging in war of words over regional consultations.
The distribution of the report comes at a time when some MPs have expressed their objection to the amendments, arguing that Puntland and Jubaland had not been properly consulted.
The session also occurs as plans are underway for a consultative forum between the federal government and the opposition’s Future Council on 1st February to discuss constitutional amendments and the upcoming presidential election.
