Mogadishu, 28 January 2026 Finance ministers and senior development officials from across the Horn of Africa are scheduled to convene in Mogadishu today for the 27th Ministerial Meeting of the Horn of Africa Initiative (HoAI), with discussions expected to centre on regional energy cooperation and expanding access to electricity.
The meeting, to be held at the Decale Hotel, will be hosted by Somalia and co-chaired by Somalia’s Minister of Finance Bihi Iman Egeh and Myriam Ferran, Deputy Director-General of the European Commission’s Directorate-General for International Partnerships.
Ministers and high-level officials from Djibouti, Ethiopia, Kenya, South Sudan and Sudan are expected to attend, alongside representatives from major development partners including the African Development Bank (AfDB), the World Bank, the European Union, the United Kingdom and IGAD.
As agreed during the previous ministerial session, today’s meeting will place a strong emphasis on energy trade, energy transition and last-mile electricity access across the Horn of Africa.
Participants are expected to review progress on actions previously endorsed by ministers and assess ongoing and planned support from development partners aimed at improving regional power connectivity.
The agenda includes a technical presentation on regional electricity trade, policy frameworks and strategies to expand access, followed by ministerial discussions on proposed next steps.

A representative of the Eastern Africa Power Pool is expected to contribute to the presentation and subsequent debate on cross-border power integration.
Development partners are also expected to outline ongoing initiatives supporting the region’s energy sector, including cooperation under the Africa-EU Green Energy Initiative and the Mission 300 (M300) Initiative, which aim to expand access to affordable and reliable electricity while supporting low-carbon energy transitions.
According to the agenda, seen by Dawan Africa, the meeting is expected to reaffirm electricity trade and last-mile access as regional priorities and consider accelerating policy actions.
Discussions may also include proposals to establish a high-level steering committee composed of relevant line ministries from Horn of Africa countries to strengthen coordination and implementation.
The ministerial is scheduled to conclude later today with closing remarks by the chair and the adoption of a draft communiqué outlining agreed priorities and follow-up actions
