MOGADISHU (Dawan) – July 29, 2026 – Somali lawmaker Mohamed Abukar Islow from the National Dignity Union has strongly rejected a proposal by the Somali Future Council calling for the creation of a transitional governing body to replace existing state institutions.
Islow described the proposal as a step that could push Somalia back into a period of political transition, saying it was concerning that figures with ambitions for future leadership would support a plan that could undermine existing government institutions.
“If this document is accurate, it is deeply disappointing that there are people with future political ambitions who want to return Somalia to a transitional period,” Islow said.
His remarks highlight growing disagreements among opposition groups within the Future Council, an alliance that includes the Salvation Council, Puntland and Jubaland. The National Dignity Union is part of the Salvation Council, which is also represented within the broader Future Council that issued the disputed proposal.
The Future Council recently sent an open letter to countries contributing troops to the African Union Support and Stabilization Mission in Somalia (AUSSOM), arguing that the government’s mandate had expired and calling for a political solution.

Islow questioned the legitimacy of replacing state institutions, even after the expiration of their mandates, with a council formed by individuals who lack what he described as political and public legitimacy.
He said Somalia’s current political dispute is centered on two main issues: the presidential term and the electoral system, arguing that both matters require dialogue and a Somali-led political agreement.
The criticism marks a setback for the Future Council, as opposition to the proposal has now emerged from within the wider political alliances that helped form the council itself.
