Somalia, 6 November 2025 – The Somali Civil Aviation Authority (SCAA) has formally reaffirmed its full administrative and operational control over the Mogadishu Flight Information Region (FIR), covering Somalia’s entire land, sea, and delegated oceanic airspace.
In an official circular issued on Thursday, the Director General of the SCAA, Ahmed Moallim, stated that the Authority is the legally mandated body responsible for managing all air navigation services across Somalia’s airspace in accordance with national and international aviation laws.
The directive clarifies that the SCAA will continue to oversee the issuance of landing and overflight permits, as well as the authorization of aviation-related imports and the operation of flying objects, for all categories of airspace users and operators.

The circular also highlights risk mitigation measures for the northern sector of the Mogadishu FIR, including the avoidance of VHF/HF communications in specific areas and the use of Controller–Pilot Data Link Communications (CPDLC) and SATCOM to enhance the integrity and security of communications between air and ground control.
The Authority emphasized that any failure to comply with Somali Civil Aviation Regulations (SOMCARs) and International Civil Aviation Organization (ICAO) standards could result in serious legal and operational consequences for violators.
The move comes as part of Somalia’s broader efforts to strengthen sovereign management of its airspace, following the country’s successful resumption of full control over the Mogadishu FIR in 2023 after decades of external administration.
