Somalia, 15 December 2025 - Puntland State has for the first time summoned all district commissioners of Ras Asayr to an urgent meeting scheduled to take place in Garowe on December 22.
According to a letter from the State's Ministry of Interior, dated 14 December 2025, addressed to the Governor of Ras Asayr Region, all district commissioners, and their secretaries are required to urgently report to Puntland’s capital on December 22 without fail.
A senior official from one of the districts in Ras Asayr Region, who spoke to Dawan media on condition of anonymity, confirmed the meeting but said that the exact agenda had not been clearly stated.
However, other sources say the discussions are expected to focus on several sensitive issues, including:
• The functioning and regularity of district and regional council meetings

• A review of council meeting schedules, which are supposed to be held twice a year
• The reasons behind the failure to hold the most recent council meetings
The official who spoke to Dawan Media noted that the meeting is unprecedented, as it is the first time the Ministry of Interior has summoned all district administrators of an entire region at once.
The official letter indicates that the meeting aims to strengthen accountability, district governance, and inter-district cooperation at the regional level, at a time when Puntland is grappling with governance challenges at the local level as well as the impact of ongoing drought conditions.
