Somalia, 18 April 2026 Puntland Vice President Ilyas Osman Lugatoor warned that the ongoing constitutional uncertainty risks Somalia's stability urging federal leaders to act.
Lugatoor, speaking at the launch of Puntland’s tree-planting week in Garowe on Saturday, said the crisis Somalia is facing is more dangerous than in 1991.
“Somalia is facing a difficult situation that is more dangerous than in 1991,” Lugatoor said.
He said a constitutional vacuum had emerged following the expiry of the federal parliament’s mandate, with the president’s term also nearing its end. (Somalia's federal parliament amended the 2012 Provisional Constitution and its still uncertain whether its term will be extended)

His remarks come amid ongoing political disputes over the electoral process and the future of federal institutions.
The vice president called on the federal government to take steps to address the situation and avoid further instability in state institutions.
Puntland said it will continue efforts to strengthen governance, security and development within its territory.
