Kenya, 28 May 2026 - The National Transport and Safety Authority (NTSA) has announced that it will on 1 June 2026 start operationalising the enforcement framework for minor traffic offences.
The safety authority said in a press statement that the primary objective of the framework is enhancing road safety for all users, increasing compliance with traffic laws, reducing congestion in traffic courts and promoting transparency, accountability and efficiency in traffic enforcement.
This is after the National Police Service, Office of the Director of Public Prosecution, Judiciary and other government agencies reviewed the minor traffic offences and developed internal procedures to guide the implementation of the framework.
In the new framework, offences can be detected by police officers during routine enforcement or electronically via traffic cameras or other digital monitoring systems.
NTSA also seeks to notify offenders through personal delivery by police officers, affixing the notice to the vehicle, or electronically via sms or email and digital traffic approved platforms.
“Each notification will contain key details such as the nature of the offence, the date, time and location it occurred, the prescribed penalty, payment instructions and response deadline,” read part of the statement.
Upon receiving the notice, the authority said the motorist has two options, either admit liability and pay prescribed fine within the stipulated period or may dispute the allegation in court.

NTSA further noted that if a motorist chooses to pay a fine, the matter can be settled without the need for court appearance.
However, the court retains the power to reduce or refund the penalty based on mitigation circumstances.
“Failure to respond or appear in court when required may result in harsher penalties imposed by the courts, motorists have the right to access evidence such as photographs or video recordings supporting the alleged offence,” read the statement by the NTSA.
The authority assured the public that all their personal data collected will be handled in accordance with the Constitution and Data Protection Act.
