MOGADISHU, 2 August 2026 — The Lower Shabelle Regional Administration has launched a bank-based salary payment system for government employees, the first such system in the region in 35 years, Somali National Television (SNTV) reported.
The new system is part of broader efforts to modernize government services and strengthen transparency, accountability, and efficiency in public financial management.
Regional officials, including deputy governors and district commissioners, said the initiative aims to improve financial governance across the administration.
Lower Shabelle Governor Abdifatah Abdi Ahmed described the launch as a historic achievement and the region's first major administrative and financial reform in more than three decades.

"Today is a great day. August 1 marks our first major milestone in administrative reform through the implementation of the Single Treasury Account system, which will ensure that salaries for the Lower Shabelle Regional Administration are managed through a modern financial framework," the governor said.
He said the next phase will extend the system to all district administrations, enabling their employees to receive salaries through banks.
The governor also thanked the South West State government for its support. He said the new system will replace cash-based payments and strengthen compliance with the government's public financial management framework.
