Kenya, April 13, 2026 - The Kenya Revenue Authority (KRA) has announced plans to intensify support for traders in Eastleigh following concerns over low tax compliance, particularly in the adoption of the Electronic Tax Invoice Management System (eTIMS).
KRA’s Commissioner for Micro and Small Taxpayers, George Obell, said slow uptake of eTIMS and limited issuance of compliant invoices have affected tax visibility in one of the country’s busiest commercial hubs.
A large number of traders continue to rely on cash transactions without issuing invoices, making it difficult for businesses sourcing goods from Eastleigh to claim expenses.
Obell made the remarks during a consultative meeting with members of the Eastleigh Business District Association (EBDA).
“Many businesses across the country source goods from Eastleigh but face challenges obtaining eTIMS invoices, which are critical for expense claims. This is because traders receive cash payments and avoid issuing invoices,” Obell said.
“We are going to ensure traders are supported to register on eTIMS and issue receipts for all transactions, enhancing transparency and creating a level playing field,” he added.
EBDA Secretary General Omar Hussein said language barriers, complex tax processes, and limited access to KRA service points have contributed to gaps in understanding tax obligations.

KRA said it will roll out a tax compliance support programme in Eastleigh this month, with officers deployed to assist traders in registration, filing, and payment processes.
The authority also plans to deploy officers familiar with local languages to provide targeted tax education and establish service desks within business premises, including malls, to improve access to services.
Deputy Commissioner for Tax Base Expansion Esther Wahome encouraged traders to use digital solutions such as USSD (*222#) to access services including tax registration, eTIMS onboarding, payments, and filing.
EBDA Chief Executive Officer Mohammed Adan said the business community is ready to partner with KRA in promoting compliance and will support the establishment of service desks and awareness efforts across Eastleigh.
