Kenya, 28 April 2026 - The County Government of Kisumu has moved to calm rising political temperatures following recent public debate and reported tensions, issuing a firm assurance that stability, unity, and democratic maturity remain at the core of its governance agenda.
In a strongly worded statement framed as both reassurance and reflection, the county leadership emphasised that Kisumu remains committed to orderly political engagement and the protection of its image as a growing investment destination in the Lake Region and beyond.
According to Deputy Governor Dr Mathews Owili, CBS, the measure of a politically mature society is not found in the absence of disagreement, but in how such differences are managed without descending into disorder.
“Political maturity is not merely the absence of conflict, but the presence of dialogue, tolerance, and a shared vision for development,” said Dr Owili.
“The conduct witnessed reflects a growing commitment to peaceful coexistence and constructive engagement, even in moments where opinions may differ.”
His remarks come in the wake of heightened public discourse and allegations circulating within political circles regarding the mobilisation of disruptive groups during recent engagements.
While no specific incidents were detailed in the statement, the county government acknowledged the concerns and moved swiftly to distance Kisumu from any form of political intimidation or instability.
The Deputy Governor was categorical that any attempts to undermine peace would not be tolerated, reaffirming the county’s reliance on security agencies to maintain order and protect both residents and investors.
“The County Government notes concerns raised regarding the alleged mobilization of goons. We wish to assure residents and investors that Kisumu remains firmly committed to upholding peace, law, and order,” he stated. “Any attempts to disrupt stability or incite disorder will not be tolerated, and relevant authorities will continue to remain vigilant.”
Beyond the immediate political undertones, the statement was also carefully positioned as an economic signal. Kisumu County has in recent years sought to brand itself as a rising regional investment hub, leveraging its strategic location along Lake Victoria, improving infrastructure, and growing urban economy.
Dr Owili stressed that peace and predictability are not merely political ideals but economic necessities, warning that instability could undermine investor confidence and slow down job creation.

“Kisumu continues to position itself as a key investment hub in the region. Maintaining a peaceful, stable, and predictable environment is critical to attracting investment, creating employment opportunities, and driving sustainable economic growth,” he noted.
The county leadership further called on political actors, community leaders, and residents to exercise restraint and prioritise unity over division, especially during periods of heightened political activity.
In what appeared to be a broader appeal for civic responsibility, Dr Owili urged all stakeholders to protect the county’s reputation and ensure that development remains the central focus of public discourse.
“We call upon all stakeholders to safeguard the county’s reputation and support initiatives that promote unity and development,” he said.
The statement also reinforced the county’s commitment to inclusive governance, dialogue, and institutional integrity, underscoring what officials described as an ongoing effort to strengthen public trust and accountability in county leadership.
“We remain dedicated to fostering an inclusive environment where dialogue prevails, institutions function effectively, and leadership is exercised with integrity and accountability,” Dr Owili added.
As political temperatures continue to fluctuate across various regions of the country, Kisumu’s message stands out as a deliberate attempt to project calm and continuity. The emphasis on peace, investment confidence, and civic unity reflects a broader concern among devolved governments: that political instability, even when localised or perceived, can quickly translate into economic uncertainty.
For Kisumu, the message is clear — political competition must never come at the expense of stability, and development remains the ultimate measure of leadership responsibility.
