Germany, June 26, 2026 - Kenya and Germany have signed a new development financing agreement that will support strategic projects in irrigation, trade, ICT, justice, human rights and constitutional affairs over the next two years.
The agreement, signed under the Government-to-Government (G-to-G) Development Cooperation framework, was formalised in Berlin by National Treasury Principal Secretary Dr. Chris Kiptoo on behalf of Kenya and Parliamentary State Secretary to Germany's Federal Ministry for Economic Cooperation and Development (BMZ), Bärbel Kofler, representing the German government.
The two governments said the agreement reinforces their long-standing bilateral partnership and their shared commitment to sustainable development, economic growth, social inclusion and stronger public institutions.
Under the financing arrangement, Kenya will receive support for programmes in irrigation and water resource management, trade and investment, information and communication technology, as well as governance, justice, human rights and constitutional affairs.
In the irrigation sector, the funding is expected to accelerate the development of irrigation infrastructure, promote climate-smart agriculture, improve water resource management and support smallholder irrigation schemes. The initiatives are aimed at strengthening food security and transforming Kenya's agricultural sector.
The partnership will also focus on promoting trade and investment, supporting industrialisation and value addition, expanding digital innovation and enhancing governance and the rule of law.

Principal Secretary for Irrigation CPA Ephantus Kimotho attended the signing ceremony, highlighting the importance of the Kenya-Germany partnership in advancing irrigation development and contributing to the country's broader socio-economic transformation.
The signing marked the conclusion of the latest round of Kenya-Germany Government-to-Government Development Cooperation negotiations, during which both countries reviewed ongoing projects and agreed on priority areas for future collaboration.
The two governments also agreed to hold the next round of bilateral development cooperation talks in Nairobi in two years to assess progress under the current financing commitments and identify new areas for partnership.
Officials from both countries said the renewed cooperation reflects the strong diplomatic ties between Kenya and Germany, built on mutual trust, shared values and a common goal of promoting sustainable development and improving livelihoods.
