DJIBOUTI, September 16, 2026 Member states of the Intergovernmental Authority on Development (IGAD) will each contribute $2 million toward the construction of the regional bloc’s new headquarters in Djibouti, according to a communiqué issued after a meeting of foreign ministers on Tuesday.
The funding commitment was initially agreed in June 2023, and IGAD urged member states to fulfil their pledges toward financing the project.
If all seven member states make their contributions, the pledges would amount to a combined $14 million.

The IGAD Council of Ministers also directed member states to clear outstanding membership contributions within one year through quarterly payments.
The communiqué authorised the IGAD Secretariat to use loans to help finance the headquarters. Member states would be collectively responsible for servicing those obligations according to the organisation’s assessed contribution scale.
IGAD also called on its members to make their contributions on time and diversify the organisation’s funding sources to reduce its dependence on external donors.
