Somalia, 3 December 2025 — Germany has formally granted full recognition to Somalia’s diplomatic passport, according to a notice published in the German Federal Gazette (Bundesanzeiger) on 1 December 2025.
The order, issued by the Federal Ministry of the Interior, states that Somalia’s 2013-model diplomatic passport — previously recognized only for departure under a 2018 order — is now accepted for both entry into Germany and lawful residence for a period of two years from the date of publication
In the official notice, the Ministry stated: “The diplomatic passport of the Republic of Somalia, model 2013, is hereby recognized for entry and residence for two years from the date of publication. Any previous decisions to the contrary are rescinded. This decision is subject to revocation.”

The order notes that all earlier decisions contradicting this recognition are revoked and that the approval may be withdrawn if required. It also confirms that the legally required consultation with the German Federal Foreign Office has been completed.Somalia’s Immigration and Citizenship Agency (ICA) welcomed the decision today, saying it reflects ongoing improvements in Somalia’s travel-document security and the strengthening of diplomatic cooperation between the two countries.
In a statement, ICA said: “This step reflects the ongoing progress in Somalia’s travel-document security and the strengthening of diplomatic engagement between the two countries.”
